Employment by Teachers Service Commission (TSC): The task force recommended that the Teachers Service Commission (TSC) should employ ECDE teachers and ensure they receive equal salaries to other teachers with similar qualifications.
Salary and Job Grouping: Specifically, it was proposed that ECDE teachers with Diplomas should be placed in the same job group as P1 teachers and be paid comparable salaries and allowances.
Transfer of Management: The working party proposed transferring the management of ECDE functions from County governments to the National government. This would allow pre-primary schools to Junior School to be led by one head of the institution. This recommendation, however, faced opposition from the Council of Governors (CoG).
Professional Development: The task force's broader recommendations for teacher training also apply to ECDE teachers, emphasizing continuous professional development to effectively implement the Competency-Based Education (CBE) .
